The president appoints each official, and then they are confirmed in the Senate. “The decisions that the Fed makes ultimately impact the interest rates that are relevant for everything that we do,” says Eric Sims, economics professor at the University of Notre Dame. At the same time, the Fed can also make loans to commercial banks, at an interest rate that it sets (known as the discount rate) to increase the money supply. The rate that the Fed sets then filters through to the rest of the economy in ways that are simpler than you might expect. Similar to how you keep money in accounts at a bank, financial institutions keep reserves in accounts at the Fed. Who determines the rate?

Retail payments are generally for relatively small-dollar amounts and often involve a depository institution’s retail clients—individuals and smaller businesses.
Inflation has been a persistent problem since the Covid-19 pandemic, when price increases soared to their highest levels since the early 1980s. The Fed responded with a series of interest rate hikes that took its benchmark rate to its highest in more than 22 years. “Interest rates took the elevator going up; they are going to take the stairs coming down,” he said. The Fed’s stance provides a “clear signal that the Fed is not yet ready to raise the ‘mission accomplished’ banner,” noted Jon Maier, chief investment officer at ETF manager Global X, in an email after the rate decision.
How the Federal Reserve affects you
By adjusting the supply of money in the banking system, it can control the federal funds rate, which, in turn, impacts short-term interest rates and broader financial conditions. The Fed uses monetary policy to achieve both maximum employment and stable prices. Monetary policy affects short-term interest rates, which in turn affect long-term interest rates, stock prices, the value of the dollar, and other assets.
In July 2019, Powell announced he was cutting interest rates, which had reached 2.5 percent, and several more cuts followed that year. At the same time, the Fed again started buying assets, at a pace of $60 billion per month, in an attempt to calm volatile financial markets. Like other central banks around the world, the Fed immediately slashed interest rates to boost lending and other economic activity. By the end of 2008, it dropped rates to near zero, where they would stay until 2015. Unlike some other central banks, including the European Central Bank, the Fed decided against negative interest rates.
Meanwhile, two gauges of consumer confidence show that Americans are starting to feel more upbeat about the economy. On Tuesday, the Conference Board’s consumer confidence index reached a two-year high on what the business group said was “surging views of current conditions” and “declining pessimism about [the] future.” And the Fed’s preferred inflation gauge, the personal consumption expenditures price index, came in even lower, at 2.6%. In December, the main measure of consumer-focused inflation, the 12-month consumer price index, came in at at 3.3% — little changed from the previous month’s 3.1% measurement.
